Definitions of Rates for the Agriplex and Associated Facilities
Effective September 1st 2010
Event and Activity Definitions
Affiliate Groups - It includes all groups in good standing approved by the Alex Fraser
Park Society at their Annual General Meeting. Groups eligible for membership are
defined in the AFPS Constitution and Bylaws.
Recreation Activities - This included indoor or outdoor public riding, reining, roping,
dressage, jumping, barrel racing, etc.
Recreation Events - Includes Special Events. The events in this category will not be
pre-empted after the contract is signed and deposit paid. Rental rates include start to
finish times including set up. The user group may levy admission charges; however, the
cost of administering the control of admission will be a responsibility of the user. Other
groups may be booked into the facilities prior to or after the part day or block rentals.
Examples of Special Events; Billy Barker Days, Logger Sports, Fall Fair, Horse Shows,
Rodeo…
Set Up and Take Down - Special Events are permitted three setup and three take
down days at no cost. The AFPS reserves the right to charge setup and take down
rates on space that is not available for other use due to extensive facility preparation for
customer requirements.
Damage and Cleaning Deposits - Special Events - A damage deposit not greater
than $1500.00, payable prior to any event may be required upon signing of the
applicable contract. This is also required for anticipated cleaning requirements above
normal use. Rental organizations are responsible for leaving the facility in the same
condition as it was prior to their rental. They are responsible for taking down their
decorations, signage, paying the cost of relocating bleachers, putting away tables and
chairs, picking up loose garbage and have all garbage bags put into the garbage
containers. Likewise, set up is also responsibility of the user group. Failure to
complete the above will result in additional staff costs and will be deducted from the
damage and cleaning deposit. Garbage must be picked up within 24 hours of the end
of the event.
A pre-event and post event inspection of facilities is a requirement of every
special event.
Grandstand - All licensees renting the outdoor arena are responsible for removal of
garbage.
Washrooms - Cleaning of the washroom’s is the responsibility of the Renters.
Stalls - Renting and Cleaning of the stalls is the responsibility of the Renter.
Watering and Harrowing - Watering of the outdoor arena, warm up area and extra
harrowing of the arena’s is the responsibility of the Renter.
Concessions - send a letter to Quesnel Rodeo Club, requesting to rent.

P.A. System - Any repair costs due to misuse is the responsibility of the Renter.
Microphone takes a 9V battery you supply. (Cordless microphone handle with care
cost of replacement $1000.00). Keys shall be obtained from Bruce or Sherrie and
returned immediately after your event. (instruction on inside door of P.A. Systems -
storage box)
Liability Insurance - All Rental Groups of AFPS Facilities are required to hold Liability
Insurance of $5,000,000.00 with the AFPS, City of Quesnel and the Cariboo Regional
District as an additional named insured on the policy. Host Liquor Liability Insurance is
required for rentals where the licensee is holding a special occasion liquor licence. All
Renters must have Five Million Dollars Public Liability Insurance. Proof of
Insurance must be provided to the AFPS seven days prior to the event.
First Aid and Security Requirements - First Aid and Security costs for events where
required by the AFPS will be the responsibility of the licensee.
Tentative Booking Procedures - Tentative bookings will be held without a deposit
until another request for the same space is received. At the time of the 2nd request the
1st tentative booking will be notified and given 3 business days to confirm or cancel
the booking. Confirmation will require a 100% non-refundable deposit of the
space rental only.
Minimum Booking - All rentals require a minimum of a 1 hour cost.
Payment - Payment is accepted by cash or cheque made payable to the AFPS. NO
POST DATED CHEQUES. If the licensee neglects to sign the contract agreement or
pay the full facility rental, the licensee will be denied access to the facility. Interest at 4%
above prime may be charged on unpaid invoices of 90 days or more.
AFPS Level of Service - Harrowing of the arena’s are done every morning. Additional
harrowing will be charged the applicable fee. Watering of the indoor arena is to be
done by the Caretaker only. Watering of the outdoor arena is the responsibility of the
renter. Relocation of portable bleachers will result in an additional charge.
Staff Costs - Additional charges, which are listed as actual staff costs, are calculated
for the specific hours worked plus HST. Staff costs for planned overtime will be
calculated at the applicable overtime rate and plus HST.
Public Admission Definitions
Public Riding - Applies to all ages. Riders must have Horse Council BC Insurance
prior to entering the arena. Riders without insurance or not paying in advance will be
asked to leave the grounds.
Membership Rates Yearly - from JANUARY 1ST to DECEMBER 31ST.
Family Membership - All Members must have Horse Council BC Insurance. One or
two parents, grandparents or legal guardians and their dependent children or
grandchildren. The family rate will only apply when at least one adult and one dependant
child is admitted. Additional children may be included for the family membership rate,
provided they meet the definition of a dependant child below.
A dependant child or grandchild shall include the following:
Children 18 years or younger born of said parent(s)
Grandchildren 18 years or younger of said grandparents
Children 18 years or younger residing in the same residence as a result of a blended
family
Adopted children 18 years or younger
Foster children (temporary or permanent) 18 years or younger
Any child 18 years or younger living in the residence of a legal guardian on a continuous
and on going basis
Adult children 19 years or older who are living with their parent or guardian during the
life of this pass, who are physically or mentally challenged or enrolled full time as a
student in high school, university, college, etc.
Family and Individual Membership - Includes the right to ride in any facilities at Alex
Fraser Park not rented to other groups. This does not include the Green Space. The
Alex Fraser Park Society reserves the right to withdraw membership privileges for
unsafe riding practices.
Instruction and Instructors - There shall be no Private Rentals from February 1st to
April 30th each year. There shall be no instruction during public riding times. Instruction
shall only be given during a private rental of the Agriplex or Outdoor Arena. Private
Instructor must provide evidence of a Five Million Dollar Liability Insurance Coverage.
The instructor must rent the facility and is not allowed to instruct during public riding
sessions or non rented hours.
Boarding Definitions
“NO POST DATED CHEQUES”
Boarding - First month and a $50.00 damage and cleaning deposit are a boarding
contractual requirement. Reservation of Pens - Cash Only. Customers who are late
paying boarding fees for two months will be required to leave the Alex Fraser Park and
are required to remove their horse from a box stall or pen. All expenses due to the
removal of the horse will be at the expense of the boarder. There is no subletting of
rental stalls or pens.
Stabling or Pens - Monthly boarding of horses in box stalls, draft stalls and pens. One
horse is permitted per stall. New Pens, one horse per pen. Old Large Pens, maximum
of two horses per pen. Boarders are responsible to clean their stalls and pens.
Hay - SQUARE BALES …..ONLY…..NO EXCEPTIONS…..
Damage and Cleaning Deposit - Renters are required to leave the facility in the same
condition it was in, upon initial use. Failure to complete the cleaning or repairs if any
are needed…their will be no refund of your deposit. There will be a limited amount of
shavings permitted per Stall and Pens. (When Shavings are available.)
Box Stalls - Boarders are required to remove their horses from box stalls for any
special events from April 1st to September 30th annually. Stalls are not provided with
old pen rentals.
Hay Stall - Boarders may rent up to one separate box stall per family for hay storage.
Stallions - All stallions must be put in a box stall or a pen designated by the Alex Fraser
Park Society. Boarding of Stallions must be approved in advance by the AFPS.
Cow Pen - The renter is responsible for the safe and sanitary use of the cow pen and
ensuring the surrounding area is kept in safe, tidy and orderly manner. The renter is
responsible for leaving the cow pen in a useable state prior to the end of their Contract.
Renter is responsible for removal of manure at the end of season, and hauled
off the grounds.
Boarders
No horses are allowed to run loose anywhere at the park.
Horses that are Stalled or Penned must be properly maintained.
No lights, heat lamps or other heating devices to be used in Stalls.
Stall Doors and Pen Gates must be secured at all times.
No alterations to be made to Stalls and Pens without permission.
Boarders are responsible for keeping their Stalls and Pens and Areas clean at all times.
Keep walk ways in front of their Pens and Stalls clean.
No bales of hay left in alley ways, designated areas only.
Pickup all their garbage and put in garbage cans. Examples: Coffee Cups, Plastic
Jugs, Containers, Baler Twine, Etc…..
No BALER TWINE hanging on fences. Please put in garbage cans.
Stalls and Pens are provided for your use and enjoyment any abuse could result in
discontinued availability.
All Boarders have the right to come in and feed and exercise their horse in the Warm
Up Arena when an event is on. All people concerned must be reasonable about this.
ALEX FRASER PARK INDOOR ARENA RULES
All riders must have current Horse Council BC Insurance and be prepared to present
your HCBC Card upon request.

PARK HOURS for Regular Use are From 7:00am to 10:00pm.
“Unless Major Rental”
3. If the arena is rented, it is closed to general use.
4. Riders must display good horsemanship at all times.
5. Riders must clean up after their horses and themselves and put all
equipment away after use.
6. A maximum of two horses per rider is allowed in the arena, horses must be tied in
designated areas only.
7. No loose horses are allowed in the arena.
8. Dogs must be kept on a leash and kept outside the riding arena. Please
cleanup after your dog.
9. Horses must be attended to at all times.
10. This arena is provided for your use and enjoyment, do not abuse it.
11. All complaints must be in writing to the Board of Directors.
